The fixed maintenance of the locks, pumping stations, drains and (fixed and movable) bridges of the Dutch Department of Public Works in the eastern Netherlands has been awarded by RWS for 6 years to the Vitaal combination. The combination consists of Van den Herik, BAM Infra Nederland and Dynniq Mobility, with SPIE as strategic partner. Work started in 2022.
The contractor combination Vitaal will do the maintenance of the (wet) engineering structures in this area. We are talking about no fewer than 72 bridges, 50 drainage works, 12 locks, 3 weir complexes and 6 pumping stations. We ensure the smooth and safe passage of shipping traffic and sufficient (drinking) water.
Innovation thanks to long term
In order to stimulate innovation, this performance contract has a relatively long term of up to 10 years (6 years fixed, with twice the possibility of a 2-year extension). This gives us as contractors the opportunity to make recoverable investments, for example by investing in smart ways of working in asset management and data-driven maintenance.
This aligns the contract with the objectives of the transition process ‘Towards a vital infrastructure sector’. Where Rijkswaterstaat and the market are working together to create a sector that is sustainable, innovative and digital.
Improve asset management
Rijkswaterstaat also wants to improve asset management, including through performance-driven maintenance and life-cycle asset management. This will give us an up-to-date, reliable and complete picture of the condition of the area – including analysis of costs, risks and performance.

Data-driven maintenance
Rijkswaterstaat is working continuously to make (the management and maintenance of) its area more sustainable. Part of this is predictable maintenance using SMART Maintenance (data-driven maintenance). Through data analysis we can prevent failures and damage or limit their impact, including inconvenience to (shipping) traffic. In this way, less corrective maintenance needs to be carried out and we are better able to anticipate the management measures to be taken. This also increases availability and reliability for users.
